Elijah yes, Beethoven never finished this concerto, it was one of the Bonn period early works.

@@joemahlerng some people think he did finish it, because the fragment manuscript is fully orchestrated until it abruptly ends, which is uncharacteristic of Beethoven. I've seen even speculation that the Romance Op. 40 may have been the second movement
